The PED (Pressure Equipment Directive) is the main European regulation for all pressure equipment. It covers a wide range of products from simple vessels to complex pressure systems and apparatus. Unlike the SPVD it is not limited to air or nitrogen, nor to simple construction – it also includes vessels for steam, liquids, group 1 gases (hazardous media) and so on. Vessels that do not fall under the SPVD must meet the PED requirements. The directive therefore also covers larger and higher-risk pressure vessels and ensures a high level of safety for every device.

Description of the directive: The PED is the general directive for pressure equipment (including pressure vessels) placed on the EU market. It sets the essential safety requirements for the design, manufacture and testing of all pressure equipment with an internal pressure above 0.5 bar that is not covered by the SPVD. The directive divides equipment into categories by risk level (I, II, III, IV) based on the p·V parameter and the nature of the medium. Higher categories require a stricter conformity assessment procedure – including the involvement of a notified body (authorised inspection) and the issue of a certificate for each product or series. All PED vessels must bear the CE mark and have detailed technical documentation.
Areas of use: The PED covers all pressure vessels of larger volume or higher pressure, or with other media, that exceed the limits for simple vessels. Typical examples are receivers above about 720 litres or special pressure accumulators up to 50 litres but at very high pressure (300 bar cylinders, for instance), plus boilers, heat exchangers, gas storage vessels (oxygen, propane, technical gases), diving cylinders, fire extinguishers, pressure cookers and all industrial pressure technology (chemical reactors, autoclaves, steam systems). The PED's scope runs from ordinary industrial air receivers to petrochemical and power industry equipment.
Technical and legislative requirements: The PED requirements are comprehensive – the manufacturer must carry out a risk analysis, design to recognised standards (EN 13445 for stationary vessels, for example) and subject the product to the prescribed tests (pressure test, weld inspection and so on). The conformity assessment procedure follows the directive's categorisation: in the lowest category I the manufacturer may issue an EC declaration of conformity on the basis of its own checks (observing sound engineering practice), while higher categories II–IV require supervision by a notified body (TÜV, LRQA, for example) – it carries out inspections, oversees pressure tests and issues the certificate. Every pressure vessel must have a data book (accompanying technical documentation) and operating instructions in the national language. The PED also covers assemblies (pressure sets); if a simple vessel forms part of a larger assembly, the whole is assessed under the PED rather than the SPVD.
Advantages and reasons for choosing this category: The main benefit of the PED is ensuring maximum safety even in large and demanding applications. The user thus gets a pressure vessel that has undergone thorough inspection and testing – often each vessel has its own individual certificate and a plate with test data. For operators of larger installations it is an advantage that the PED also covers complex systems, so whole units can be certified. In practice it is sometimes necessary to choose a PED-certified vessel even where an SPVD one would suffice by volume – for example when internal rules or insurers require stricter supervision. PED vessels are also more versatile in use – they can be deployed in environments with other media or higher demands where the SPVD would not suffice.
Target group of users: PED pressure vessels are used by larger industrial companies and professional operations working with extensive systems of compressed air or other gases and liquids. This includes production plants, power generation, the chemical and food industries, but also professional car workshops or paint shops with larger compressors (a 1000 l receiver, for instance). The group also includes specialist technology manufacturers who integrate pressure vessels into their equipment – they choose the PED to place the whole device on the EU market more easily. In short, anyone needing a larger or more advanced pressure vessel reaches for the PED category.
