Pressure tanks directive SPVD
Pressure vessels (air receivers) are equipment where safety comes first. Operating under pressure carries the risk of the vessel rupturing and endangering the operator, so their manufacture and use are subject to strict regulations. In the European Union two directives apply above all – SPVD (2014/29/EU) for simple pressure vessels and PED (2014/68/EU) for all pressure equipment. Alongside them there are technical standards, the most important being EN 286-1, the European standard for simple pressure vessels for air. The SPVD Directive – 2014/29/EU (simple pressure vessels)
The SPVD (Simple Pressure Vessels Directive) is a European directive covering simple pressure vessels produced in series. These are typically compressor air receivers and other compressed air reservoirs with limited parameters (up to about 30 bar working pressure and medium volumes). This category is intended for simpler applications where standardised production of a whole series of vessels can be used.
Description of the directive: The SPVD defines a simple pressure vessel as a welded vessel (of steel or aluminium) with a single chamber, subject to an internal gauge pressure > 0.5 bar, intended for air or nitrogen (and indirect heating). The directive replaces the older 87/404/EEC and unifies the requirements for such vessels across the EU. A manufacturer supplying a vessel under the SPVD must ensure conformity with the directive's requirements and affix the CE mark.
Areas of use: The SPVD mainly covers small and medium-sized receivers for compressors and pneumatic systems. They are found in workshops, garages, with domestic and industrial compressors, in paint shops and wherever compressed air must be stored for general use. Typical vessels have volumes from tens to hundreds of litres with working pressures up to 15–20 bar (commonly 16 bar on compressors).
Technical and legislative requirements: The SPVD sets out essential safety requirements (strength, weld quality, testing and so on), with limit parameters of a maximum working pressure of 30 bar and a pressure-volume product up to 10,000 bar·l. Where p.V > 50 bar·l, the vessel must meet all the directive's requirements and a notified body must be involved in conformity assessment; for smaller vessels (p.V ≤ 50) sound engineering practice and marking the basic data suffice. Every SPVD vessel must be accompanied by an EC declaration of conformity and basic documentation. In practice a harmonised standard (EN 286-1, for example) is often used for the design, which makes meeting the requirements easier.
Advantages and reasons for choosing this category: The advantage of the SPVD is simpler, cheaper certification for the manufacturer – it allows a whole series of identical vessels to be approved at once. For the user this means a more affordable price and verified quality on series-produced receivers. SPVD vessels are entirely adequate for ordinary compressed air applications where individual assessment of each unit is not necessary. Another reason may be the lighter administrative burden: the documentation is shorter and inspections simpler, because the vessel falls into a lower risk category.
Target group of users: Vessels certified to the SPVD will be appreciated above all by small and medium companies, tradespeople and plants that run standard compressors and need a reliable receiver at a sensible price. Typical users are car services, paint shops, smaller industrial workshops and anyone needing an air reservoir for pneumatic tools or machines. Thanks to series production and availability, these receivers also suit home workshops and garages with a compressor.
